A CTYer is, in short, a person who goes to or went to CTY. Similarly, a camper is someone who camps, and a dancer is somene who dances.
Technecly, the word CTYer stands for "Center for Talented Youther," which makes no sence. This is a moot point, as the word CTY-er is much more convenient than the phrase "CTY attendee."
