RealCTY:Protected page guidelines

Pages should only be protected if they are void of CTY-related info, or should be preserved from spammers and casual editors. For example, the RealCTY:Community Portal page is protected because it contains only site-based info. Templates are also protected, because they make heavy use of wiki markup.
